Trim and tilt

I have a 1986 inline 6 115 hp merc (tower). my trim and tilt works fine up and down. since I bought it used I had a couple of questions that maybe someone could help with.
1. there are two pistons, are they supposed to move in and out? I ask, because they don't, and on my other boat with a 150 v6 evinrude they do. So not sure what to think about that.
2. when in the full upright position, the motor will not hold. after 30 minutes or so, it will start to slide down. Does this mean I just have to maybe add to trim fluid?

It certainly seems as though adding fluid would help. However the bigger question is, why is it losing fluid? Your scenario sounds very much like bad or worn seals in the trim unit itself.
